No, its a different saying. It means to ask a question, so you actually know something, rather than remaining ignorant.

"It is better to keep silent and be thought a fool, than to open your mouth and remove all doubt" is the inverse of that saying, saying that you shouldn't say if you don't know something... but i think the diea of keeping quiet not to look foolish to be rather silly
