After consultations with females I'd say a modern defintion of 'handbag' would contain bags with a shouler strap ( Handbag ).

Plus, most women use handbags as a fashion accessoire so are wearing them (having on one's person).

wouldn't a handbag with a strap be a purse? or is that just in america?

"handbag" sounds like a clutch (no strap), or a purse with a small strap which is too small for the shoulder, but just right for holding with your hand, hence the name.
